The proposed legislation seeks to establish a Medical Cannabis Production Commission that would have the authority to grant up to 10 licenses to suppliers. These suppliers would be permitted to set up a maximum of eight medical cannabis centers throughout the state. To ensure fair distribution, the commission has been directed to prioritize suppliers who commit to establishing centers in an equitable manner across the state, with a particular emphasis on Tier 1 counties. Tier 1 counties encompass the 40 most economically distressed counties in North Carolina, as identified by the North Carolina Department of Commerce.Moreover, the bill includes a provision aimed at streamlining law enforcement procedures. It would enable law enforcement officials to easily verify a person’s status as a qualified patient in the medical cannabis registry database through the state Department of Health and Human Services.
